Pre-COP meetings are an important step in the annual UNFCCC process. They are preparatory meetings held before the yearly COP climate summit.
Pre-COPs bring together a smaller group of countries, usually around 30 to 50, to discuss the key issues that will be negotiated by the full group of 196 at COP.
As the last major climate diplomacy event before COP31, Pre-COP is an important moment to build momentum and advance discussions ahead of formal negotiations.

Monday 5 – Tuesday 6 October
Pre-COP Leaders’ event

Tuvalu will host selected leaders and senior representatives from right across the globe for a special high-level segment of the Pre-COP.
A Leaders’ plenary session will take place in Nadi, Fiji on the evening of 6 October.

Pre-COP stakeholder program

Held alongside formal programming, the Pre-COP stakeholder program will provide a platform for engagement on key Pacific priorities and global climate issues for participants from across civil society, industry, academia and more.
Tuesday 6 – Thursday 8 October
COP31 Pre-COP
📍Nadi, Fiji
Official preparatory meeting for ministers and senior representatives ahead of COP31.
Discussions will cover a range of priority issues, including key negotiations and the COP31 Action Agenda, keeping 1.5 within reach, access to finance, elevating the ocean-climate nexus and renewable energy transition.
Pacific island leaders participate in coral planting at Nadiri Marine Biodiversity Park in Sigatoka, Fiji. Strengthening coral reefs brings multiple benefits to communities on the frontlines of climate change, supporting the recovery of marine ecosystems while helping protect coastlines from erosion and the impacts of rising sea levels.
