COP31 Pacific Partnership

The COP31 Pacific Partnership is advancing a practical agenda that reflects the priorities of Pacific countries and places Pacific voices and solutions at the centre of global climate action

Guided by four policy pillars, it brings together governments, regional organisations, communities and experts to ensure strong outcomes are achieved at COP31.

Keeping 1.5°C within reach

Together, our partnership is progressing a range of initiatives to support global efforts to keep 1.5°C within reach.

This includes:

  • supporting Pacific engagement in international initiatives such as the Belém Mission to 1.5
  • reinforcing the role of climate science in climate decision-making
  • highlighting practical pathways that can accelerate emissions reductions while supporting sustainable development.

A key focus is translating ambition into action. We are exploring opportunities to speed up renewable energy deployment, electrification and energy security across the Pacific. We are also helping connect the Pacific region with investment, technology and implementation

partnerships.

Enhancing access to climate finance

Access to climate finance remains one of the most significant challenges facing many Small Island Developing States (SIDS) and Least Developed Countries(LDCs). We are working with a broad range of partners to identify practical improvements that can help make climate finance for SIDS and LDCs more accessible, predictable and effective.

This includes efforts to:

  • reduce barriers to accessing finance
  • promote practical reforms
  • support better design to help funding to reach the most climate-affected communities and countries.
Elevating the ocean-climate nexus

For Pacific countries, the ocean is fundamental to identity, livelihoods, food security, economic development and climate resilience.

Our Partnership is working to:

  • better integrate ocean priorities into the global climate agenda
  • support sustainable ocean management and conservation
  • encourage investment in ocean-based solutions and the blue economy
Amplifying Pacific voices and leadership

Pacific countries have long played an influential role in shaping global climate action.

Our partnership is strengthening Pacific visibility, participation and influence throughout the COP31 process.

This includes:

  • supporting coordinated advocacy
  • strengthening international engagement
  • ensuring Pacific perspectives are represented in key discussions and decision-making forums.

Supporting meaningful Pacific participation at Pre-COP and COP31 is a priority - ensuring Pacific leaders, negotiators, experts and communities have a strong voice in the conversations shaping global climate action.

Pacific COP31 Envoys

Three Pacific COP31 Envoys have been appointed to elevate Pacific priorities at COP31.

The Envoys will ensure the Pacific region’s leadership and voices shape outcomes at COP31 and beyond.

Ms Tina Stege - Regional Envoy for Oceania

(Republic of the Marshall Islands)

A respected global climate negotiator, Ms Stege will lead regional efforts to keep 1.5°C within reach. She brings decades of experience in international climate diplomacy, including leadership within the High Ambition Coalition.

Mr Ruel Yamuna - Envoy for Access to Climate Finance

(Papua New Guinea)

Mr Yamuna, Papua New Guinea’s Special Envoy for Climate and Environment and a former Alternate Board Member of the Green Climate Fund, will focus on improving access to climate finance for Pacific Island countries. His work will support efforts to ensure resources reach the communities most vulnerable to climate impacts.

Hon. Inia Seruiratu MP - Envoy for the Ocean

(Fiji)

A senior Fijian leader and former Global Climate Champion, Hon. Seruiratu will champion ocean health, coastal resilience and ocean‑based climate solutions. This reflects the central role of the ocean in:

  • the global climate system
  • Pacific livelihoods
  • climate resilience
  • ocean-based climate solutions of global relevance.

We acknowledge the Traditional Owners of Country throughout Australia, the Indigenous Peoples throughout the Pacific and globally, and their roles in caring for lands, seas and skies. We respect and recognise Indigenous Peoples’ contributions in the fight against climate change.
